After more than 1 year of delay, on June 11, 2025, City Council's Infrastructure & Environment Committee will consider expanding car share options to the entire city. Right now, car share is only allowed in the core of the city, excluding residents in Scarborough, North York, and Etobicoke from living car-lite by relying on car share.

Here are the two reports being considered with some of the relevant actions proposed:

  1. IE22.2 - A Strategic Parking Framework for the City of Toronto
    • Expand on-street free-floating car-share parking outside of permit parking areas through a phased approach based on neighbourhood conditions and demand.
    • Identify initial list of residential areas that should allow permit parking to support the expansion of free floating car-share.
    • Work with car-share providers to provide more dedicated car-share parking in off-street lots, especially in areas where residential permit parking is at 100% capacity.
    • Protecting car-sharing spots in new developments once approved by City Council.
  2. IE22.3 - Revised Free-Floating Car-Share Program
    • Expand the Free-Floating Car Share Program by exempting them from the city-wide 3-hour unsigned parking rule, 1-hour parking restrictions, and North York overnight winter parking restrictions.
    • The primary focus of these changes is so the Free-Floating Car-Share program will become more accessible to residents living in Scarborough, North York and Etobicoke-York areas of the city.
